
Tenant Services Authority and Homes and Communities Agency Board Members have been announced by Housing Minister Iain Wright.
For the first time, tenants in social housing will have a voice at the heart of government, as two tenants join experts appointed to the board of the new Tenant Services Authority (TSA).
The Tenant Services Authority, the new social housing regulator centred on the needs and aspirations of tenants, will consult with Local Authority and ALMO tenants and landlords right from its December launch about its new regulation framework.
From 1 October new tenant empowerment regulations come into force, following the government's review of the Right to Manage and the wider role to be played by Tenant Management Organisations.
The Tenant Empowerment Programme supports the Right to Manage initiative, allowing tenants to gain independent advice, training and information while helping them to challenge, influence or control how housing services are delivered in their communities.
The new guidance provides a voluntary route to tenant management:
Housing association tenants will be able to apply for Tenant Empowerment Programme funding.
Tenants in both the local authority and housing association sectors will be able to choose to take control of a limited range of services, operations or budgets through the creation of new 'Local Management Agreements'.
A process for starting full tenant management without the need for tenants to serve notice on their landlord will become available.
